The Board of Trustees is comprised of 13 elected officials and a representative from the BFCCPS Faculty and Staff, who bring a variety of experiences and skills to their work in benefit of our school. The following are brief biographies and contact information for each board member.

Typically, the Board of Trustees meets on the second Thursday of the month at 7:00PM unless otherwise noted. Meeting agendas are posted in advance of the meetings and are on our Board of Trustees page.

Eric Scansen, President 

Eric and his wife Gianna have lived in Medway since 2011. They have a son, Lucca, entering 3rd grade, and a daughter, Clara, entering kindergarten, in Fall 2018 at BFCCPS. Eric volunteered on the BFCCPS Governance and Facilities Committees during the 2015-2017 school years and became a member of the Board in July 2017. After graduating from Western Washington University with a BS in Chemistry, Eric supervised radioactive waste clean-up efforts at Superfund sites in Denver and St. Louis. He currently leverages 17 years of experience in program management for the US Department of Defense to oversee Navy Medical Research & Development Programs for Leidos, a defense contracting firm. April Grudier, Vice President

April and her husband Patrick have lived in Bellingham, MA since 2011.  Their son Benjamin will be entering 3rd grade in the Fall of 2020.  After graduating from Regis College in Weston, MA with a BA in English and Secondary Education, April held marketing leadership positions at BJ’s Wholesale Club, Staples, Inc, and recently served as Vice President of Brand Marketing at TSYS.  Currently April is Vice President of Marketing & Global Partnership Strategy for BlueSnap, a payment technology company in Waltham, MA.  Prior to joining the Board of Trustees, April was a long-time volunteer for the Read-to-A-Child program. Nicole Harter, LCSW, Clerk

Nicole (she/her/hers) and her spouse Tim, have lived in Franklin since 2008 and have been part of the BFCCPS community since fall 2009. They have a son in middle school and a daughter in elementary at BFCCPS, and their oldest son is a 2017 BFCCPS alumnus. Nicole became a board member in summer 2020. Nicole is an alumnae of Bentley University with BS in Information Design and Corporate Communications and MS in Human Factors of Information Design, and Bridgewater State University with a Masters in Social Work. Nicole is a Licensed Certified Social Worker and currently provides mental health services at Framingham State University’s Counseling Center to university students. Neerav Jain, Treasurer and Chair of Finance Committee

Neerav and his wife Sandhya have lived in Franklin since 2010. They have two children, Anushkaa and Aayush. Anushkaa started as a kindergartner at BFCCPS in 2013 and Aayush will be following her in the Fall of 2017. Neerav is currently a Consultant, Product Analysis at Liberty Mutual Insurance, where he has worked for the past 14 years. Neerav received his Bachelor of Commerce in Accounting from Delhi University, and migrated to the US to pursue an MBA in Finance from Case Western Reserve University in Cleveland. Sean Cunniffe

Sean and his wife, Kaitlyn, have lived in Franklin since 2014. Together, they have three daughters, Ainsley, entering 1st grade, Charlotte, entering kindergarten, and Olivia who will enter kindergarten in 2023. Sean became a board member in 2021. Sean is an alumnus of Stonehill College with a BS in International Business, the MGH Institute of Health Professions with a BSN and MS in Nursing, and Simmons University with a Health Care MBA. He is a board-certified Acute Care Nurse Practitioner with active NP-C and RN licenses. Sean currently works as a Vice President of Operations for Steward Medical Group. Jacque Cutillo

Jacque, her husband Kevin, and daughter Mia have lived in Blackstone since 2017; Mia will be entering Kindergarten in the fall of 2021 at BFCCPS.  Jacque is currently the Assistant Clinical Director for the New England offices of Youth Villages, a national non-profit child welfare organization, where she has worked for the past 14 years.  In this role, Jacque is responsible for ensuring clinical interventions and trainings are delivered with fidelity to the nearly 800 youth served locally.  Additionally, Jacque maintains a small caseload at a local mental health counseling practice, and specializes in working with children and adolescents, and their families.  Jacque has also been an adjunct faculty member at William James College.  Jacque has a Ph.D. from NorthCentral University, a M.A. from the Michigan School of Professional Psychology, and is a Licensed Mental Health Counselor.  Jacque’s background includes navigating issues related to diversity in the mental health system of care, collaborative problem solving, and managing crisis situations with families in need.  Jacque can be reached at 

Kerry Fanning

Kerry, her husband Bill, and her three kids live in Franklin. Her son Devin is new to BFCCPS and is entering 5th grade this fall. Her daughter Adalyn is returning to BFCCPS and is in first grade. Kerry has worked as a Special Education Team Chairperson for Franklin Public Schools since 2014. Prior to 2014, Kerry taught Special Education in elementary and middle schools in Oakland, San Francisco, Framingham and Medway. Kerry earned a Bachelor’s Degree in English Literature and Sociology from McGill University, a Master’s Degree in Special Education from San Francisco State University, and a C.A.G.S. in Educational Leadership from Bridgewater State University. Charlene Gay – Trustee

Charlene and her husband Bob Collins live in Wrentham MA and joined the BFCCPS community in 2016 when their son Logan enrolled in kindergarten. She holds a BA in English and Psychology from Merrimack College, but her career path led her to the Department of Population Medicine (HMS) at the Harvard Pilgrim Health Care Institute where she spent 10+ years in project management of pediatric health services and epidemiologic research projects, as well as decision analytic programming. Charlene is currently the Business Operations Administrator in the Division of Emergency Medicine at Boston Children’s Hospital, responsible for financial management and administrative policy/procedural development. Jennifer Greene Welch, MD


Jennifer and her husband Sean have lived in Bellingham since 2004. They have three sons attending BFCCPS.  Their son Thomas joined BFCCPS in 5th grade with the regional expansion (2019), Matthew transferred part way through 5th grade (2020), and Benjamin will start in Kindergarten (2021).  Jennifer volunteered on the BFCCPS Medical Health and Safety Committee regarding COVID safety protocols during winter 2021 and became a member of the Board in July 2021. Jennifer graduated from Cornell University with a BA in Biology and Society followed by receiving her MD from University of Chicago Pritzker School of Medicine in 2002.  Jennifer is an academic pediatric hematologist/oncologist caring for children with cancer, educating post graduate medical trainees, and conducting clinical research at Brown University and Hasbro Children’s Hospital in Providence, RI. Deirdre Munley, Trustee

Deirdre and her husband Steve live in Upton.  They have two children, the older entered BFCCPS as a kindergartner in 2019 and the younger will be starting in the fall of 2021.  Deirdre has previously served as a volunteer on the Boards of the Medway Community Farm and Growing Places Garden Project, and has led committees including strategic planning, fundraising, governance, and finance.  Professionally Deirdre works in non-profit management, currently as Chief Operating Officer at Gateways: Access to Jewish Education, which seeks to ensure that Jewish children with diverse learning needs are able to succeed in Jewish educational settings and participate meaningfully in Jewish life.  Deirdre holds a Masters of Public Administration with a concentration in Non-Profit Management, and a Bachelor’s Degree in Sociology with a concentration in Race and Ethnic Relations, both from Clark University. John Murphy, P.E., RCDD – Trustee, Chair of Facilities Committee

John and his wife Andrea have lived in Wrentham since 2014.  They have one son who will be entering second grade in the fall of 2021.  John is a registered Professional Engineer (P.E.), Registered Communication Distribution Designer (RCDD) and a Master Electrician and owns an electrical construction and engineering company. He also retired as a Major in the Massachusetts Air National Guard after almost 26 years at Otis Air National Guard Base. Holding such positions as a  F-15 avionics technician, Aircraft Maintenance Officer and a Communications Officer.  In addition, he is an approved National Electric Code instructor in five New England States.  He has taught electrical code and continuing education classes to thousands of electricians, with an emphasis on safe work practices. 

John holds an AS in Avionic System Technology from Community College of the Air Force, Maxwell Air Force Base,  AS in  Electrical Engineering Technology from Franklin Institute of Boston and a BS in Electrical Engineering from Wentworth Institute of Technology.  He is involved in the community by volunteering for the Special Olympics, the Pan Mass Challenge, and is an advisor with Tri-County and South Shore Vocational High Technical Schools.  He is also a Den Leader for Wrentham Cub Scouts Pack 131.  John can be reached at

Anne Marie Palmer – Faculty Representative

Anne Marie is the Faculty Representative on the Board of Trustees. Anne Marie joined the BFCCPS faculty as a 3rd grade teacher in August of 2011, and became the Faculty Representative on the Board of Trustees in February of 2016. She has many years of teaching experience in grades K-5, and is very happy now teaching at BFCCPS. Residing in Mansfield, she has 2 grown daughters and one little dog to keep her busy. In her free time she enjoys walking, bike riding, hiking, reading, and relaxing at the beach. Anne Marie can be reached by email at


Lawrence Shum – Chair of Governance Committee 

Lawrence and his wife, Cindy, have lived in Franklin since 2007.  They have a daughter, Zoe, who will be entering the 4th grade at the BFCCPS in the fall of 2021 and a son, Zachary, who will be entering the 2nd grade in the fall of 2021.  Lawrence volunteered in the BFCCPS Governance committee before becoming a Board of Trustee in 2018.

Lawrence graduated with a BA in chemistry from Boston University and received his MBA from Boston College.  He’s currently working as a senior data solutions analyst for Liberty Mutual Insurance.  Lawrence can be reached via email at
