The Board of Trustees is comprised of 11 elected officials and a representative from the BFCCPS Faculty and Staff, who bring a variety of experiences and skills to their work in benefit of our school. The following are brief biographies and contact information for each board member.

Typically, the Board of Trustees meets on the second Thursday of the month at 7:00PM unless otherwise noted. Meeting agendas are posted in advance of the meetings and are on our Board of Trustees page.

Edward Basile, President 

Ted and his wife Joanne have lived in Franklin since 2001. Their two sons, Jack and Sam, have been part of the BFCCPS community since 2007. In addition to serving on the Board of Trustees, Ted is actively involved in the Franklin Youth Soccer Association, coaching at the Travel, Academy, and Instructional levels.For the past 15-years, Ted’s professional focus has been within the IT industry at EMC Corporation. Ted’s area of expertise is strategic alliances, go2market planning, messaging/communications and marketing.Ted graduated from Bentley University with a B.S. in Marketing and Communications.

In his spare time, Ted enjoys planning family adventures, exposing Jack and Sam to the diversities of foreign places and cultures.

Eric Scansen, Vice President 

Eric and his wife Gianna have lived in Medway since 2011. They have a son, Lucca, entering 2nd grade at BFCCPS in Fall 2017, and a daughter, Clara, who will enter kindergarten in Fall 2018. Eric volunteered on the BFCCPS Governance and Facilities Committees during the 2015-2017 school years and became a member of the Board in July 2017. After graduating from Western Washington University with a BS in Chemistry, Eric supervised radioactive waste clean-up efforts at Superfund sites in Denver and St. Louis. He currently leverages 15 years of experience in program management for the US Department of Defense to oversee Navy Research & Development Programs for Leidos, a defense contracting firm.

Neerav Jain, Treasurer 

Neerav and his wife Sandhya have lived in Franklin since 2010. They have two children, Anushkaa and Aayush. Anushkaa started as a kindergartner at BFCCPS in 2013 and Aayush will be following her in the Fall of 2017.

Neerav is currently a Consultant, Product Analysis at Liberty Mutual Insurance, where he has worked for the past 14 years. Neerav received his Bachelor of Commerce in Accounting from Delhi University, and migrated to the US to pursue an MBA in Finance from Case Western Reserve University in Cleveland.

Beth O’Toole, Clerk

Beth and her husband Tim have lived in Franklin since 2004. They have been a part of the BFCCPS community since 2012 when their oldest son, Patrick, entered Kindergarten. Patrick has two younger brothers, Colin and Liam, who are excited join him at BFCCPS in 2015 and 2017, respectively. Beth earned her undergraduate degree in Accounting from UMass Amherst and a Master’s Degree in Taxation from Bentley University. She started her career in the Financial Services practice at PricewaterhouseCoopdiv>ers and is currently a Tax Manager at Talbots’ corporate headquarters in Hingham, MA. In her spare time Beth enjoys spending time with her family and friends, traveling, and running obstacle course races (mud runs!) with her husband.Beth can be reached via e-mail at

Renée Blaine, Trustee 

Renee and her family have been part of the BFCCPS community since the fall of 2015. Renee lives in Franklin along with her husband Louie and their son Finn. Renee volunteered on the BFCCPS HR Committee during 2015-2016 academic year and became a member of the Board of Trustees in July 2016.

Renee is the owner of E Squared HR Solutions. As an HR Consultant, Renee works with small and mid-sized businesses across a variety of industries to design and implement comprehensive compensation, benefits and HR solutions.Renee has 18 years of experience as a human resources professional with progressive experience in corporate environments for public companies, most often technology companies. Her experience includes compensation and human resources roles at PTC, Genuity, Cambridge Technology Partners and USTrust Bank where she gained extensive experience with both domestic and international organizations.Renee received her bachelor’s degree in Psychology from Suffolk University. Jason Davis, Trustee


Jason Fine, Trustee 

Jason and his wife Jennifer have lived in Franklin since 2011 and joined the BFCCPS community in 2012 when their son Brody entered kindergarten. In addition to Brody, they are looking forward to their younger son Wyatt joining the BFCCPS family in the Fall of 2016. After receiving a BS degree in American Labor History from the University of Wisconsin-Madison and a Masters degree in Accounting from the University of Wisconsin – Milwaukee, Jason spent the first part of his career in the accounting & finance field before transitioning into human resources in 2000. Jason is currently an Assistant Director with Ernst & Young where he recruits management consultants for their M&A practice.Jason can be reached via e-mail at
Charles Kennedy, Trustee


Ian MacDonald, Trustee

Ian and his wife Caitlin have lived in Franklin since 2010. They have three daughters, Riley, Lilly and Violet. Riley and Lilly are both students at BFCCPS.Originally from New Hampshire, Ian has worked in marketing within the banking industry for the past 18 years. He is currently an account director at EMI Strategic Marketing, a marketing consulting firm in Boston that specializes in the financial services sector. Ian holds a BS in business administration from Trinity University in San Antonio, Texas, and an MBA from the University of New Hampshire.He enjoys family music time (playing, singing, listening), cheering for the New England Patriots and going to the beach.Ian can be reached by email at

Anne Marie Palmer, Trustee

Anne Marie is the Faculty Representative on the Board of Trustees. Anne Marie joined the BFCCPS faculty as a 3rd grade teacher in August of 2011, and became the Faculty Representative on the Board of Trustees in February of 2016. She has many years of teaching experience in grades K-5, and is very happy now teaching at BFCCPS.Residing in Mansfield, she has two college-attending daughters, as well as two dogs to keep her busy. In her free time she enjoys running, hiking, reading, and relaxing at the beach.
